Description
Scope:
The Health Coordinator will be responsible the strategic leadership and development of IRC’s Health Program in Pakistan. S/he is the overall responsible for technical design of programs, team capacity building, program quality assurance, ensuring the appropriate use of human resources, ensuring objectives are met on time and within the budget, and representation in coordination fora. S/he will act as the IRC Pakistan focal point on all Health issues.
An experienced health coordinator is sought to develop IRC Pakistan’s health program, ensure adequate financial resources, build the capacity of the team, and train a national successor, who will take over as coordinator after the 3 month period.
Responsibilities:
Strategic Leadership
· Work closely with Senior Program Coordinators, Deputy Director for Programs and PMDE Coordinator in strategic planning and program development;
· Design health strategy for IRC Pakistan in consultation with teams, SPC, DDP and PDME;
Assuring Program Quality
· Responsible to ensure that programs meet stated objectives within the timeframe and on budget;
· Ensure IRC Health programs demonstrate adherence to international and national standards;
· With support from HR, ensure IRC Health staff demonstrate adherence to the Code of Conduct for NGOs;
· With support from the programs team, ensure accountability to beneficiaries, gender sensitivity, and inclusion are adequately addressed in programming;
· As necessary, lead assessment processes, including planning and reporting, to determine Health needs;
· Ensure technical quality and accuracy of health program reports.
Team Leadership
· Line manages Deputy Coordinators and other staff as needed;
· Ensure the development of detailed and technical program work plans and support their implementation in coordination with District Managers;
· Ensure staff capacity building around health program interventions;
· Conduct regular field visits to verify quality/ progress of health program interventions and provide technical guidance and advice.
Program Development
· In collaboration with PDME, act as the technical lead on project proposals in health;
· In collaboration with Operations and Finance, ensure the development of sound accompanying budgets;
· Seek adequate technical input and review from the Health technical unit;
· In collaboration with PDME, provide technical assistance and leadership to the M&E; of all health programs;
Coordination
Represent the IRC to relevant clusters, agencies and ministries on health issues, as and when required.
This position reports to the Deputy Director for Programs.
Requirements
· Graduate level qualification in public health or medicine;
· 5+ years of experience in leading/managing health programming with NGOs;
· Excellent understanding of health issues in emergency situations and knowledge of emergency standards;
· Strong leadership, management, planning, analytical, interpersonal, and communication skills;
· Ability to live and work in stressful and insecure environment;
· Excellent initiator, able to manage multiple tasks;
· Able to work under pressure and good at timely decision making;
· Excellent written and spoken English; local languages a major advantage;
· Competence in Microsoft Office, Word and Excel
· Knowledge and/or experience in conflict management, protection, or other related field;
· Excellent professional approach and strong team building skills.
· Strong coordination and representation skills and well versed in convincing and clarification of views and points.
Specific Security Situation/Housing :
The security situation in Pakistan remains fluid and highly unpredictable. The position is based out of Islamabad, which currently faces tension but lower levels of insecurity, but includes travel to KP, Sindh and Punjab, which face varying levels of insecurity. Candidates can expect periods of serious insecurity, periodic suspensions of, or restrictions in, program operation and/or field travel, and high levels of volatility in the operating environment. Portions of Islamabad and the provinces are restricted in terms of access. This is an unaccompanied post. Candidates can expect to share accommodation, which is generally of high standard.
