Rule no 59.

Graduates from such medical institution as are recognized in the countries of their respective location shall be eligible for registration in Pakistan without National Examination Board examination subject to the condition that such candidates have acquired a standard postgraduate qualification such as MRCP, FRCS, Diplomat or Fellow of American Board which is recognized as registerable by the Council.

Have PMDC recognize universities for PG in abroad like MBBS.?

Explanation:
Graduates who have done MBBS from recognized institutions and having Postgraduate qualification such as MRCP, FRCS, Diplomat of American Board, can get RMP without NEB PMDC exam.
Above mentioned postgraduate qualifications are recognized by PMDC , but not MS / MD / MPhil . These are the qualifications which are recognized regardless of your location / institution of training.

its mean that if a student has completed his MBBS from China (any university which is recognized by ministery of China not by Pakistan) and he got a PG from China ,than he should be eligible for registration in Pakistan without National Examination Board examination????

No. Postgraduate qualifications are of two types : ACADEMIC & CLINICAL , and PMDC only recognizes some of CLINICAL QUALIFICATIONS such as MRCP (Member of Royal College of Physicians), MRCS (Member of Royal College of Surgeons), Diplomat or Fellow of American Board.
Qualifications such as Masters in Medicine, Surgery, or other subjects or MPhil is not recognized by PMDC.
If you could manage to do MRCP/MRCS in China, after getting your degree you will be able to get registered by PMDC without examination.

for MRCP/MRCS you have to pass MRCP 1 & 2 and then u can do training under supervision of MRCP/FRCP , MRCS/FRCS , anywhere in the world. That training will be recognized by Royal College and after completion of 2 years and passing Part 3 you will be awarded the degree.

MRCP, FRCS, Diplomat or Fellow of American Board are the programs which are recognized, or any European residency program may qualify for this exemption. PMDC hasnt clearly mentioned in exemption rule for any other program.
