    The Medical Council will use its criteria for issuing a Certificate of Experience in Ireland as a benchmark against which medical graduates who cannot benefit from recognition of their professional qualifications under EU legislation will have their internship training measured.

    Any medical practitioner wishing to prove that they have the equivalent of an Irish Certificate of Experience should read the above criteria and the Council's Information for Overseas Internships.

    Medical practitioners who do not benefit from recognition of their professional qualifications under EU legislation (qualified outside the European Economic Area [EEA]) are required to prove to the satisfaction of the Medical Council that they have been trained to that standard or higher. Doctors who cannot provide satisfactory evidence that they meet this standard will be required to pass a pre-registration examination (PRES) in order to be registered in the General Division of the Register and will not be eligible for registration in the Trainee Specialist Division.

    The Medical Council is currently seeking the advice of a number of competent authorities with regard to the equivalence of internship training in other jurisdictions, with a view to streamlining the process of recognition of equivalent Certificates. This will take some time. Updates in that regard will be posted here when available.

    In the meantime, applications for recognition of equivalent internship training, received on or after 1st January 2011, must be considered on a case by case basis. An applicant must provide the following documentation with their application for registration, in order to have such a request considered:

    Notarised/attested copy Certificate of Experience / Internship or a similar certificate being submitted for consideration.
    Intern Training Verification Form completed by the appropriate person in each hospital where your internship training was completed;
    Hospital Verification Form completed by the competent authority (e.g. Medical Board / Medical Council / Ministry of Health) in the jurisdiction(s) where your internship training was completed;
    Evidence of effective communication skills which are sufficient for the practice of medicine. This could include any of the following: 1) The applicant obtained their basic medical degree and completed their internship training through English in a country where English is the primary language, e.g. Ireland, UK, Canada, Australia;
    2) The applicant has been awarded a Higher Qualification listed in Appendix A of the Registration Rules which was obtained through English; or
    3) The applicant has a current Academic IELTS Certificate with an overall band score of 7.0 and a minimum score of 6.5 in each module, or has passed another equivalent English language test;
    Applications for recognition of internship training as equivalent to a Certificate of Experience awarded in Ireland will undergo a robust assessment process and may take some considerable time to assess. An applicant's internship training may be adjudicated upon by a person or persons assigned by the Medical Council, as it sees fit.
