Procedure for issuance of Statement of Need from Pakistan Federal Health Ministry

Applicants who apply for Graduate Medical Education in USA and opt for ECFMG sponsorship (J1 Visa) to participate in a clinical training program are required to provide a Statement of Need from the central/federal office of the Ministry of Health in his/her country of most recent legal permanent residence.

The document has to be issued by the central office of the Ministry of Health of the country of most recent legal permanent residence. In Pakistan, the ministry of health has been devolved following 18th amendment to the constitution and Ministry of National Regulation and Services has been authorized the responsibility for issuance of Statement of Need.

All applications will be processed by the Ministry of National Regulations and Services, Islamabad and are required to fill in the prescribed Application Form and submit application with all the supporting documents along with the prescribed affidavit.

SUPPORTING DOCUMENTS FOR LETTER OF NEED FOR DOCTORS
All the documents should be attested by a gazetted government officer with a BPS of 18 or more.

• MBBS Degree [duly verified by issuing institute/Higher Education Commission (HEC)]
  
  
• Valid PMDC registration duly verified by PMDC (A provisional PMDC Certificate is also valid)
  
  
• Valid copy of CNIC
  
  
• Valid Copy of Passport
  
  
• Fresh Affidavit of Rs.20/- (Specimen)
  

(If documents are submitted by any other person, authority letter from the concerned person to receive the same must be provided).

After all documents have been prepared by the applicant you have to appear in person yourself or by any authorized person (If documents are submitted by any other person, authority letter from the concerned person to receive the same must be provided) at the following address and issue your Statement of Need (SON).

Hy what's this whole procedure for, I mean is this for going to USA and to practice there without giving USMLE EXAM or is this one of the required documents when we apply for USMLE step 2 CS , and if this is so mandatory then what about those who are not registered with any medical council yet and has cleared USMLE step1 and Step2 .how they gonna apply for CS then .?

Didn't see the word clinical training before....

yes, this is requirement for clinical training program with J1visa. Its not required for H1 visa
