    Applicants who apply for Graduate Medical Education in USA and opt for ECFMG sponsorship (J1 Visa) to participate in a clinical training program are required to provide a Statement of Need from the central/federal office of the Ministry of Health in his/her country of most recent legal permanent residence.

    Hy what's this whole procedure for, I mean is this for going to USA and to practice there without giving USMLE EXAM or is this one of the required documents when we apply for USMLE step 2 CS , and if this is so mandatory ......

    yes, this is requirement for clinical training program with J1visa. Its not required for H1 visa ......
