More than 80 Pakistani students are currently studying in different government medical & dental colleges of Bangladesh on SAARC seats. These students are being selected by the Ministry of Education of Pakistan for medical studies in Bangladesh through a test conducted by the National Testing Service (NTS) Islamabad. Each year Ministry of Education (Now Ministry of Inter Provincial Coordination) sends 12 students to Bangladesh for medical studies. But unfortunately, the Pakistan Medical & Dental Council (PMDC) does not recognize their degrees and they have to appear in the PMDC’s NEB Registration exam which is a lengthy process, very inconvenient and injustice to these students.

They can’t join any Hospital or institution for internship/ housejob after graduation until they appear in the NEB exam. They have to wait for 6 months to appear in the NEB exam after completion of of their degrees, and the examination itself continues for 6 months which wastes one year of their carrier. Government of Pakistan sends them to Bangladesh and does not recognize their degrees why?

The MBBS & BDS degrees of the then East Pakistan (now Bangladesh) were recognized by PMDC and Pakistan Engineering Council still recognizes the degrees of University of Dhaka and other Engineering universities of Bangladesh. The names of University of Dhaka & University of Rajshahi are still present in various schedules of PMDC 1962 ordinance. It is astonishing that PMDC does not recognize the degrees of these universities after 1971. On the other hand Bangladesh Medical & Dental Council recognizes the degrees of Pakistani medical & dental colleges.

The College of Physicians & Surgeons of Pakistan (CPSP approves the degree of College of Physicians & Surgeons of Bangladesh and it grants exemption from FCPS Part I Exam to those medical graduates who have passed FCPS Part I from College of Physicians & Surgeons of Bangladesh. If CPSP accepts the FCPS part I of Bangladesh then why PMDC doesn’t accept the MBBS & BDS degrees of Bangladesh. According to PMDC ordinance 1962, PMDC should recognize the degrees of these students without subjecting them to the NEB registration exam.

The standard of medical education in Bangladesh is same to that of Pakistan and the public medical & dental colleges have their full fledge faculties with well equipped labs and well developed attached hospitals. All the government medical & dental colleges of Bangladesh are approved by World Health Organization (WHO).

The students had sent appeals to the President of Pakistan & President of Pakistan Medical & Dental Council regarding this matter and the matter was referred to PMDC by President’s Secretariat Islamabad. But PMDC had taken no action. Recently on the order of Prime Minister of Pakistan, PMDC has granted exemption to Afghan students from SAT exam which is a requirement for admission in medical colleges of Pakistan. Previously PMDC has also relaxed their rules for other foreign students. If PMDC can relax their rules for Afghan & other Foreign students then what sin these students have committed that PMDC can’t grant them exemption.

PMDC has also recognized the degrees of seven Chinese universities in the past. Government of Pakistan should look into the matter and PMDC should fulfill the demands of these students.
