    Go for PLAB or DHA
Exemption is after passing PRES, I am not sure if they would give exemption from DHA exam based on exemption given in Ireland.

DHA will not be helpful in ireland as their exam will not be helpful in dubai too.

DHA is only for Dubai and not for Ireland. For Ireland it's PRES, for UK it's PLAB.
If you do PLAB or PRES you won't have to take DHA for Dubai, you are exempted from it. I hope you got it
